It is clear that Debbie Graham has been asked to pass the issue, by those responsible for it; i.e. enforcement, to planning and I have asked her to pass it back to where it belongs and attached two more drawings:

Dear Deborah,
Thank you for your prompt response. You have been ill advised if you think that the failure of a developer to build to the approved plans is a planning matter. Once they have been approved it is up to another body to check that the plans have been followed to avoid corruption and that is Building Control.
In this respect I notice that you have not copied your response to the parties informed about the breach in planning control: Cllr Angela Hamilton, Cllr David Francis, Cllr Anglin, Emma Lewell-Buck MP, Stephen Hepburn MP and others. I presume you do not wish them to know that you have assisted your advisor in passing the buck and I shall be writing separately to them about your response.
In the case of the slipway enclosure one could tell as soon as the framework was near complete that it was not compliant. It appears that you have been misdirected by the very people who should be checking that a building is built as permitted.
Please pass my observations back to Building Control for the attention of the Chief Enforcement Officer with the addition that the current structure now has vertical sides. Please see the additional attachments, the plans in 1996 show a structure with sloping sides but the current structure has vertical sides and note that this was approved by the Planning Manager in October 2013.
I had been told by him that this change was not a material consideration when discussing an approved amendment as part of ST/0749/13/COND and this probably explains why it has been removed from the planning portal since I raised this matter with Building Control a few days ago. It looks like it has been removed because it has come to someone’s notice that it a material consideration after all and the Planning Manager was out of order in telling the Agent that is was not.
I, and I am not alone, see CC list above, look forward to the Chief Enforcement Officer’s response.

    Correction: ST/0749/13/COND should read ST/1146/13/COND and that has not been removed from the Planning Portal.
    ST/0749/13/COND refers to 71 Greens place and is another case of lax building control. Technically the first floor patio garden has been built without planning permission.
